Any hotel, guest house, hospital, or any other type of establishment that provides accommodation to foreigners, must submit details of the residing foreigner in Form C to the Registration authorities within 24 hours of arrival of the foreigner on the premises. This was implemented so the Ministry of Home Affairs could maintain records of the foreign national and report on overstays.

Foreign nationals already living in these cities must report their residence once they file for their next in country immigration application, such as a visa renewal or change of residence.

Currently, reporting of the foreign national is already in effect in the following cities: Ahmedabad, Chandigarh, Chennai, Delhi, Goa, Gurgaon, Hyderabad, Kochi, Kolkata, Mumbai, Noida, and Pune.
