Estonia – Amendments to Immigration Law

Several amendments took effect July 15, 2018 in regards to the immigration law.

  • Foreign specialists in a non ICT position earning twice the Estonian average salary (1,242 euros as of first quarter of 2018) are exempt from quotas.
  • Short term work permits are now allowed a duration of one year, previously nine months.
  • Non-EU nationals of renewal work permit applications that have resided in Estonia for 5 years will be required to submit an Estonian language requirement of A2 level. However, temporary residence permit for permanent settlement can be applied for after having lived in Estonia for 3 years.
  • The maximum penalty to the immigration law for employers hiring workers illegally has increased to 32,000 euros, previously at 3,200 euros.
